While like someone said this is Saturn, you’re probably thinking of “Ivan The Terrible and His Son Ivan” by Ilya Repin. God I love that painting. The history is horrifying but the emotion captured in his eyes is just masterful

The honest answer is: we don't know. The common name and interpretation is as the others already mentioned. But it is part of the so called [black paintings](https://en.wikipedia.org/wiki/Black_Paintings) of Goya. He created them at the end of his life when he was depressed, maybe insane and utterly lost all hope in humanity. He painted them inside a house on the walls and never showed them to anyone or talked about them. They were only found after his death, so we literally have no information about them. But they are all pretty haunting and have dark themes. And this one got memetic usage and was also often referenced and is therefore the best known one of the 14.
