Super weird. I didn't know about that. Probably the state invested so heavily in the sector that they created a bit of a bubble. Then to have them slow down suddenly would pop it. I think it's wasteful but not as bad as having not enough houses for everyone and a housing market that's sucking most of the populace dry. With a bit of innovation, maybe the market will find a use for all the apartments.
