Weird call but using phone number on its own is already a great KYC, especially if you can partner with mobile network operator. It's kind of odd, overkill, and invasive if you want to KYC using Government ID. If your reasoning is "your kid can be granted your phone number" yeah, but if operator willing to, they can just use the ID KYC of the phone number to associate a group of phone number as one person and aggregate the account from that and case closed.

If govt wanna track user, phone number on its own already great since you have access to mobile operator too. Like you don't need direct access of ID KYC. That or using bank account, not credit card bcs not every adult have it (I don't have it bcs I want to keep my credit score clean and I just not willing to loan anything with extra interest fee).
