If govt wanna track user, phone number on its own already great since you have access to mobile operator too. Like you don't need direct access of ID KYC. That or using bank account, not credit card bcs not every adult have it (I don't have it bcs I want to keep my credit score clean and I just not willing to loan anything with extra interest fee).

The adults that have credit card are either having children to the point can't just rely on salary, rich people who can loan for more return money, someone whose monetarily incapable enough to sustain themselves with only salary, or someone whose consumptive. So using credit card is completely flawed.
