Why would the "means tests" be designed to benefit those with the fewest resources?

@Epic_Null@infosec.exchange My understanding of means testing (and I could be wrong, although a quick google showed I wasn't) is that if you have a full pension (because many boomers still had them) and possibly a 401k that they don't need, why should they be getting the same payout as those that are only relying on social security?
