They have a duty (I believe), and they certainly could find the budget given sufficient motivation - even in the Philippines. But in general my view on this whole thing is to raise my shoulders and say "yeah, it sucks, but whatcha gonna do?" Some things aren't worth getting stressed over and I just categorise them as "first world problems".
