So he used public money to hire a buddy to give the reflecting pool a garish do-over by painting it blue, which lead to it getting a really bad algae bloom. Instead of fixing the actual problem they put peroxide into it, in quantities that never could hope to actually affect the algae. Now the fresh paint is peeling off and the pool is a sludge of algae and paint chips and the foundations of the pool are starting to break.
