This is because of the regulation cited as Dz.U. 2002 nr 1 poz. 13: https://isap.sejm.gov.pl/isap.nsf/DocDetails.xsp?id=WDU20020010013
It requires these seats to be reserved for the use of parlamentarians who might suddenly decide they want to actually use their free travel privilege.

Interestingly, the regulation also states that the seats may be booked as early as 60 days before departure, so they even get a longer booking horizon than everyone else
