Basically, it's not that they don't know who they prefer - it's that they don't LIKE it, and don't want to identify as a "Trump Voter/Harris Voter".
It's like that celebrity recently that did a non-endorsement endorsement, saying something like "I can't in good conscience endorse Harris but I'm going to vote for her and you should too". Saying "undecided" may be the poll-answer equivalent of that.
