Recent reporting says Operation Metro Surge cost Minneapolis, residents, and businesses about $700 million. The human cost is worse than any number: people killed, people detained, families terrorized, neighborhoods forced to move differently because ICE was in the city. But the number matters because it punctures the “public safety” story. If your safety operation leaves workers without wages, businesses without customers, and the city paying overtime to manage the damage, it did not make the city safer.
