My guess is he did not realize the UK government he had once fought for had become a mortal enemy, so the thought of refusing to negotiate, refusing to cooperate, and going underground may not have crossed his mind. Note that today, a person sentenced to this for any offense should be able to forcibly override it with black market testosterone, which will also override all effects of surgical castration except sterility. What happened to Turing is relevent today with the US and some state governments trying to force detransition on trans folks. Alan Turing was subjected to an involuntary partial transition and it forced him to commit suicide. Today, trans folks in the US face forced detransition if arrested or under 18 and found out in many states. Note that detransition is itself a forced wrong-direction transition, essentially the same as what the UK did to Alan Turing. Many trans folks including some I know personally have vowed death before detransition.
