Yes, indeed authors can still publish their work in a journal (if I understood the policy correctly, even in a closed, subscription-based journal) as long as they make it available as a preprint too.
The Gates Foundation own repository (https://gatesopenresearch.org/) already gives an idea how preprint peer review can work (using the F1000 platform, as does the Wellcome Trust). I think eLife, which does peer review of preprints for a (lowered) APC, shows how journals could transition.
