It works fine from within the user session itself. And as a guess a server system won't have any blockers to stop the admin from restarting.
Remoting in to a desktop system to reboot it is probably somewhat unusual, and scheduling a reboot for later in that situation is likely well into "We added a test case after it broke for someone" territory of testing.
