No; -f explicitly says it's not going to delay or do any other checks. That is a "Just do it now!" emergency option.
-i (--check-inhibitors=no) does what we want. And without "--when" it works fine. But with "--when" it no longer works. Unclear why. May be it bypasses -i; might be an issue with not knowing what inhibitors may be present in the future. But it seems to be a bug.

@jannem@fosstodon.org Ah yeah, if the documentation explicitly says "now", that behavior makes more sense. Though -i failing with --when definitely seems like a bug if they documentation doesn't mention anything about how the two interact.
