The changes were justified by a narrative about wealthier people leaving, which hasn't held.
Yes, the legislature approved, but Healey was the one who made the suggestion.

Again, the issue is that she proposed "tax reforms" that, according to Jamie Eldridge and others, benefited the wealthy. The loss of revenue was a choice, as were targeting programs that would have benefited the most vulnerable among us. @lalonsander@chaos.social
