That is something we can discern from the FEP: posts that have a quote attached can contain fallback text that is shown instead of the quote on platforms that don't support quotes. Mastodon will add a link to the post as the fallback. https://codeberg.org/fediverse/fep/src/branch/main/fep/044f/fep-044f.md#quote For platform developers, it would be conceivable to stuff a full copy of the quoted post into the fallback text, similar to how Friendica already implements its quotes.
