The person quoted needs to allow to be quoted. Thats the concept

Some people need quotes to be able to interact, it's an accessibility tool for them. They need to be allowed to quote . How to do that and still have "consent respecting quotes"? That was my question. What will be done in those cases, not how it works. I know how it works, what I want to now it's if it takes into account ND people that needs quotes to interact.
