Why not just eliminate the organic search results entirely and show ONLY ads for all search and browse pages, thereby forcing developers to pay for EVERY new customer? THAT's the Apple way! (If you think this is a ridiculous exaggeration… is it? How many ads will be above the organic results in 5 more years, and what percentage of customers will ever scroll past them?)
