Thats an older GE breaker I think. In my experience probably 2% of the ones I get are crap tbh. Easy fix though, just swap it. I see stuff like this a lot, either it won’t switch off or trip correctly or just dies. Pretty normal problem, as an electrician

Just replace it with a coat hanger, now your circuit will never break.
