@Edent WebRTC supports p2p but has a STUN TURN server for either finding peers or proxying traffic if p2p fails to connect. My guess as to why this isn't already a thing is that bandwidth requirements scale with the square of call participants. Audio mixing is surprisingly heavy. I know apps like zoom and Google meet put alot of effort in coordinating with mobile devices(I think it's called mediacapabilities) to make sure they don't eat the battery.
