Social problems are caused by people listening to, acquiescing to, or being forced to go along with the "advice" or ideas of the wrong people. Kind of simple, really. What is difficult is getting enough people in key positions to stop doing that. IMO: good chunk of people are -profoundly- confused about the differences between legitimate authority (based in good judgement and expertise) and the abuse of authority. This becomes more obvious during fascism. 1/?
