"A social mobility plan" is a great device for deflecting -away- from the real problem, which is any system that creates and then entrenches huge levels of inequity. Deflection can be very effective. Marketers and PR people hired by the wealthy know this. And it's a large part of how we got to these dystopias (by listening to the wrong people frame stuff in ways that benefit their short term greed/interests/advantages)
