If you have a specific folder open in a tab in a Finder window, and then, in *another* window, you view the enclosing folder's contents and you right-click on the folder in question and select “Open in a New Tab”, macOS Finder does NOT open the folder in a *new* tab, but… brings the *existing* tab to the foreground. I guess our good old spatial Finder from the very distant past still has a way of rearing its lovely head (and today's Apple couldn't care less about any of this).
