1. Government imposes tariffs. 2. Companies raise prices to cover tariffs. 3. People pay more because of tariffs. 4. Court rules tariffs illegal. 5. Companies get tariff payments refunded. So it's a Rube Goldberg for taking money from people and giving it to companies. Clever, especially the getting away with it part.
