As the multiple systems are not always the same, to protect against identity theft you need to protect multiple systems. If everything requires Digital ID then you only need to protect one. Of course centralising all efforts into one target means then when it breaks that's a bigger deal but you can't have everything.

Don't obviously know what the UK government is planning, but an ID per se is not a bad thing - depends on how you introduce it and what the safeguards are.
