I wouldn't want to make a cable like that without checking the relevant European Norms (which are paywalled) and testing it with a calibrated & certified insulation resistance meter (these are expensive AF). Best to just not make cables like that. 3x1.0mm² stranded cable shouldn't have much more overall thickness anyway, and it's made for carrying power so probably a much better idea
