But mainly, I think, culture should be a verb. It's not something that lives in institutions. It is something that we all make, every time we participate in society. I wonder how much that's a leftist notion.
(I guess my understanding of culture owes a lot to Umberto Eco's semiotic concept of culture, but also the conscious culture-building of one of my communities.)

@draco@sonomu.club I also agree that culture is a ongoing process that humans shape as they interact. It also functions on any number of levels, from the more slowly evolving culture of, say, a large land mass, to the rich and fast moving culture of a group of tight knit friends or a family. All culture is also influenced by forces outside of its main "bubble". The degree to which outside ideas shape it depends on the permeability of that bubble.
