Well IBM had most of their compiler engineers working on XLC (toby) at the hight in Toronto. Most of the GCC developers at IBM at the same time were mostly in Australia at the oz linux lab (which is now closed down).
Nvidia engineers are also spread across many different cities too.
So if it is mean same place as being same company then things are different.
Even Qualcomm has at least 4 sites for their compiler engineers . I don't know how many are in the GPU side of things either.

Companies are often arm-twisted by the Australian government to have some R&D here and abandon it the minute the incentives end (Microsoft, iirc, had its first "Labs" in Australia too).

And iSeries did indeed have a team working on OX (optimizing translator) that went from the machine independent layer to the actual hardware, also at the same site.
