Large states should have proportional representation in the House. Here's a proposal for a proportional system that preserves districts: * Voters vote for candidates running in their congressional district. * Statewide totals by party determine how many districts get which party. * Districts with the highest margin get priority for the vote-winner to become the representative. But in other districts it might be a different candidate to satisfy the statewide-determined count by party.
