I am becoming increasingly convinced with the idea that the freeriders in the tragedy of the commons is the capitalist industry. I would argue that real innovation comes from publicly funded research centers and volunteer work. Courageous development efforts like the CompCert C compiler for instance are unappealing to businesses because they are too long term and their outcome is too uncertain.
It should be an evidence that publicly funded research should result in openly accessible research as opposed to papers hidden away behind paywals or only accessible via subscription-based scientific journals.
"Public money, public code" is very much in the same spirit.
