Nobody's perfect. Every leader has their shortcomings. One of Janeway's is after 7 years Harry was still an Ensign. I think maybe she always saw Harry as the young man who was fresh out of the Academy. It didn't help when his parents contacted the ship because he forgot his musical instrument. And I'm especially galled that she promoted Tom. Tom??!! He showed questionable maturity and impulsivity bordering on a lack of self control. #HarryDeservedBetter #StarTrek #StarTrekVOY #GarrettWang
