@thias@mastodon.social @cstross@wandering.shop honestly, in some ways FEMA has been part of the problem. Via things like flood insurance, they've enabled a lot of building in regions that are already unsafe to inhabit right now.
Lack of federal government leadership has definitely been a problem here. But local leadership has not really helped a ton either. They have been more than happy to authorize people to live in unsafe places.

@gatesvp@mstdn.ca @cstross@wandering.shop that’s were the metaphor wirh Germany breaks apart: cities in Europe are usually in reasonable places (ok not Venice) - survivor bias and all that. Rebuilding things in the same place generally makes sense - it’s the bombs that were in the wrong place. It is also politically natural: rebuilding objects destroyed by war has a lot of historical precedent.
