@SteveThompson She very much was in every sense but the strictly literal. Obama had no interest keeping her around for a second term, because she set the middle east on fire out of rank ignorance. If you recall the news at the time, she agreed to step down in exchange for his endorsement of her Presidential campaign when it was "her turn". She had enough juice through her husband to screw with Obama if he didn't give her something to leave. He wanted her out of there, badly.
