You are understanding correctly. Leading up to November 2024 elections, he said on multiple media outlets "We already have all the votes we need. The election has already been decided. It's the last election you'll ever need to vote in. Thats how good we rigged it." Literally said it MULTIPLE times. And now he's talking about it again, openly as being rigged. He's saying the quiet part outloud, and nobody is outraged, because nobody is taking him at face value.
