"the construction faces unforeseen costs. The lot is mostly topped with riverbed soil..." Don't they mean SAND? It's the first time I've experienced this construction euphemism. Of course, most of this city is built on sand... er, "riverbed soil". (We're talking about La Crosse WI, on the banks of the Mississippi River.) #LaCrosse
