“Most intelligent” is a moving target, but by feeding and educating everyone people will in general have better skills for making good decisions, yes.

In the current style of democracy elections can be bought by playing ads to people and by making empty promises until there is a majority. If we need intelligence to make good decisions, but the majority is neither fed well nor educated well, people are trapped. Do you have an idea how things can be changed?
