That is EXACTLY where this is going. They can do it right now. There is no reason to do it step by step like that. There are two reasons - infrastructure and PR. Infrastructurally, they don't have the tools to lock down the ecosystem. This change rolls out those tools, but rolling them out in a locked down way would ensure the entire system breaks. Nothing forces a system change like breaking the system. Devs will stop being able to get out releases. People will be measurably pissed. Downstream actors would be forced to act, as the alternative would be worse. And through that, the Google'd android would be swiftly destroyed. Cause people would have no option but to escape the system. PR wise, the primary thing Google has is that it isn't Apple. They still need to pretend while getting people used to the new rules, or people will find a way to lash out. Step by step is "boiling the frog" because they can't afford people actually responding to what they are doing. -- So in this case, I would argue "Not a falacy"

There is no technical reason to not block it all immediately. They would've just not implement the 24h workaround. And PR? It's in the shitter anyway in our community. And the market for apps from outside the ecosystem is a rounding error for them. They can ignore it. 99.9% of users won't notice anything.
