And the market for apps from outside the ecosystem is a rounding error for them. They can ignore it. 99.9% of users won't notice anything.

How long do you think the android ecosystem would continue if every app developer was "This actually prevents me from testing my pre-release application. I cannot do this." All at once? If government applications all got blocked at once? That is called a crisis. Crisises cause immediate change. They create breaking points. Cross a breaking point and you get the critical mass needed for a change to stick.
