Brainstorming... You could try something like a GitHub comment template that you improve over time. Could start:
»Thank you for the contribution. Upon quick reading, this looks like AI-assisted code. Kindly read the guidelines for my repository in the README.«
In the README, write something about contribution quality and AI disclosure.
(then wait for their reaction and close the PR if they don't get back)
