It looks like you want LIAS to serve as a hub for education around a specific community, and you are clear about the subject matter. My guess is the fediverse resists "promotion" but welcomes connections, focused conversation topics and opportunities to join classes. I bet if you look for ways to facilitate the same kind of learning here as you do in LIAS, the promotion will take care of itself.
