I guess the rubbery layer is supposed to be a nod to the "springs" in his legs?
Talking of Ram Man, there are some new photos released of the 2026 movie version. It's a surprisingly faithful take!

@mediocre_mik@mastodon.social yeah that was one reason I took photo of this one too. :) Curious how his 'spring' power works in that. The figure has extensions going in between lower leg and boots that have like yellow energy bursting out of the green tubey trouser bits. Bit weird of those photos showing those bits being used when he's just walking or in battle stance. I would have thought they only used when he's launching himself.
