Hypnosis is very powerful, it can change sensations, moods, memories, and more. You can do a lot of kink with it and it's very hard to think of a mental effect it can't achieve. The main limitation is that it takes time and skill, with the more intense of an outcome you're going for, the more time and skill it will need. Part of this is that it takes practice to drop into trance. As for the concern of nonconsensual hypnosis, my overall best guess is that it's about as hard for someone to nonconsensually hypnotize you as it would be for them to more generally violate your consent without you then going "fuck you, I'm getting out of here". It'd also rely on similar tactics, mostly manipulation, so a hypnotic abuser is going to be very similar to a regular abuser
