Yup, a generic greeting seems the most likely. It would be interesting to survey people using the gesture to discover their intention.

@fitheach@mstdn.io I use it sometimes. So I drive a Jeep Wrangler. There is a camaraderie among Wrangler drivers - we wave to each other when passing on the street. Often the "peace sign" is used as this greeting, as it is easy to do while keeping your hand on the steering wheel.
