At least for a transitional period. This makes me slightly uncomfortable at the concept of "Follow Packs" and "Starter Packs"
(though do they remain contained? kept separate in a slice of metadata somewhere? or we can engineer a transitional tool find these packs and treat them as ineligible for Vouch status)

You'll probably have a fuller perspective than me on "Follow Packs", but I think I see the problem with popular packs inflating the "general reputation" of the people they contain. This kinda begs the question: What if packs took on the finer-grained vouching? So adopting a pack of, say, authors would merge positive vouching on writing-related things into any existing vouching we have set. May that at all help nip the inflation problem in the bud?
