i think one issue is that the web exploded on the scene in the 90s and computers were very rapidly adopted. it was a sudden rapid shift that was hard to miss, and so there was a clear and pressing need for educational material in the minds of a lot of adults

at the same time, there was a LOT of propaganda around digital natives, kids growing up on the computer, about how kids in the future will have always known how to use computers and how this will reshape the world, etc
