But in a system with N conflicting objectives (like society), what is "leakage"? It is a breeding ground for corruption. It is a space for rent-seeking. It is a backdoor to bypass rules. It is a channel for "actual implementers" to usurp "nominal power." When you say "leakage is a feature," you are essentially saying "corruption is a feature," which is theoretically untenable. This precisely proves that any attempt to manage a society composed of independent agents with a perfect "top-level design" will inevitably be dismantled by the "implementers" at the bottom, pursuing their own interests, through the leaky abstract layer.
