The confusion stems, I think, from these signs being blue; but informational signs - distance and direction to various towns and so on - are also blue background with white text (because it's the easiest to see).
But overall see them as "these are your options for things you can do", where, sometimes, there's only one option.

@jannem@fosstodon.org @Yuvalne@433.world @danielgibert@mastodon.online the intent of the system is that only round blue signs contain legally binding instructions, but sometimes this doesn't seem true (one way entry and pedestrian crossing sign) and sometimes literally isn't true (living street "woonerf" sign, built up area name sign in The Netherlands)
