Based on some toots by other people yesterday, I was very firmly left with the impression that the 15-ish GW figure *does* include some (most?) domestic solar PV generation.
There's more info at https://www.solar.sheffield.ac.uk/pvlive/ (who report the same solar data as NESO) and if you drill down into their 'capacity' info they say they're counting 1,416,083 installations of 4, <10kWp etc. I believe these numbers come from the forms sent to the DNOs by installers.
