Yes, this does have all the hallmarks of a bot edit. It's hard for me to figure out the motivation.
Thanks for adding the note on their Talk page. I agree -- a paper trail can't hurt.

@kfogel@kfogel.org I think to a fair extent it was complexified a long time ago, with things like https://en.wikipedia.org/wiki/Wikipedia:Sockpuppetry . I don't know how deep you are into wikipedia culture but one feature of it is that there are a LOT of policy documents, with various degree of officialness and things like https://en.wikipedia.org/wiki/Wikipedia:Ignore_all_rules which, on a good day, prevents things from getting too legalistic (and I suppose on a bad day makes everything seem very whim based).
