However, these are policies that already apply to other areas, such as, e.g., computer hardware: in most places, you can't just go and get yourself a computer, at least not with public money. No subscriptions, no APCs, just tenders. With ORE the EU has already shown how public institutions should award contracts for their publishing needs.

The rest of your sentence is rather cryptic. What is "automated luxury communism"? A triple of unrelated concepts?
